I agree it's a tough one to call.
While it is better to err on the side of caution, this is a severe event which should be reported on accurately....
Note that when it crossed over Middle Percy Island it had maximum wind gusts of 208km/h which is still classified as a Cat 3.

Samuel Hill is right on the eastern bound of the eye and its the equivalent of a Cat 3 system.
