The only sites that seem normal are the powered sites for caravans.
Why are so many people camping illegally then? Literally too tight to pay for an unpowered tent site?

Not sure they were actually camping illegally. But, some. Especially when they were not getting any work. At the beginning of the season the lifties were getting 2 days work a week. That doesn't pay the rent. And some instructors are in the same situation.
