I know the BOM get a lot of unfair 'mud' flung by all segments of society, the press, and here occasionally:

I also understand they're long overdue a pay rise (agreement) from our beloved lords and masters in Canberra.

So I wonder if the factor above us playing any part in terms of Vic BOM forecasts gradually drifting later in the afternoon - especially but not limited to weekends?

And it seems to be more of a Vic thing - less so NSW.

Or are the said overlords continually cutting back on resources, esp. South of the Rio Grande? so naturally things have to suffer?

Fwiw: I know sometimes big, rapidly moving systems requiring warnings (inc. temps over 40c, high winds, rain events, thunder & hail extreme bushfire risk, etc...) will understandably delay the pm forecast, so I'm not including such examples.

Nah. I think yesterday was a bit of an anom. I suspect they had a lot on their plate with probably skeleton staff being a Long Weekend and back to back cold fronts for the SE, IMO.
Today, the regional centre forecast summary PM hit the desk at 3:50pm

Generally speaking BOM staff industrial action is signalled well in advance and also reasonable well signposted in the media. No indications of late postings of data being related to this.

They have recently added industrial info. to some releases - management wasn’t happy.

I bet they weren't!

It's fascinating just how upset most employers become when the staff receive the greater airtime.
